The mayor signed an Executive Order giving the Department of Social Services and Department of Homeless Services until February 19 to formulate a plan to bring emergency shelters for migrants in compliance with occupancy laws and regulations governing cooking facilities in such shelters. He also made a host of judicial appointments.
